Support Unit for Transforming Rural Area (SUTRA)

Transforming Rural India Foundation (TRIF) and Directorate of Panchayati Raj,
Department of Rural Development has established the embedded cell at the
Department of Panchayat Raj (DoPR) and in 5 Zila Panchayat Offices. The unit

supports grass root level demands by leveraging government support and
strengthening community public interface. This is realized by ensuring that
mandated grass root governance structures like VHSNC, VHND SMC are activated

to realize the demands for Infrastructure, services and access of various social
security schemes.

SUTRA has improved the effectiveness of Gram Panchayats as vehicles of

socio-economic interventions with SHG collectives. It is central to implementation
of locality compact with focus on institutional development and the delivery
capacity of Gram Panchayats (GPs). The thrust is on organizational capacities,

planning processes and effective convergence of government program, together
