CALs congruent to development blocks are
TRI’s direct engagement with communities
and local institutions. These are spaces for Districts 7 5 11 8 31
demonstration and learning. They closely
draw intersectional support with other our
two other practices – Public Policy in Action
(PPiA) and Bending Markets for Flourishing CAL Blocks 8 8 12 8 36
Localities (BMFL). They provide the
foundational terra firma to design and evolve

community collectives, local government and
