Every village in western Uttar Pradesh has a cow shelter but they are at capacity. PTI visited five cow shelters in the region and each one was at full capacity. With polling day less than a week away voters in Firozabad and Hathras are keenly watching how various candidates in the fray propose to address the stray cattle menace.
